Basically is the person in such immediate threat that you need to get the patient to the ER ASAP (flight) or can you ''stay and play meaning is the patient stable enough that you can tend (respond) to the patient right then and there before packing up the patient and getting to ER.

Actually, what you're referring to is the Fight or Flight Response. All it means is when the going gets tough and folks can not stand their ground, they will take flight or run like helll; but if a person feels he or she has a chance on whoopin someone is asss, they will stand and fight, and not run in this case.
